Two systems can move the exact same bulk material, the difference is whether your plant has the floor space or the ceiling height to spare. A bucket elevator moves material up through a building, so it needs vertical clearance. A bucket conveyor moves material horizontally or at an incline, so it needs floor length instead. Neither system handles material better than the other; what decides between them is what your building gives you to work with.

A bucket elevator moves material vertically using buckets attached to a chain or belt running in a continuous loop, carrying material up from one level to another inside a single vertical run. A bucket conveyor moves material horizontally or at an incline using a continuous row of overlapping buckets that stay enclosed as they travel.
Both systems contain and protect material during transit, and both use the same basic bucket principle to keep material from spilling or degrading in transport. Vertical material handling equipment and horizontal bulk material handling equipment solve the same underlying problem, moving bulk material without exposure or loss. The real difference is direction, not capability.
Headroom is the factor most people jump to first, but it's only one piece of the layout picture. Start with available floor footprint against vertical clearance. A bucket elevator needs a clear vertical shaft from intake to discharge, while a bucket conveyor needs enough uninterrupted floor or incline length to cover the same distance. Measure both before assuming either is feasible.
New-build and retrofit projects face different constraints. A new facility can be designed around whichever system fits the process best. A retrofit has to work within existing structural columns, floor slabs, overhead beams and ducting that were never planned with either system in mind, and that existing structure often decides the outcome before capacity or cost enter the conversation.
Count how many transfer or discharge points the process requires. A bucket conveyor handles multiple discharge points along a single horizontal run reasonably well. A bucket elevator is built around one clean vertical transfer, so multiple discharge points usually mean added equipment downstream.
Finally, check aisle and access requirements for maintenance. Both systems need clear access for inspection and servicing, but the pattern differs: floor-level walkways along a conveyor's length versus platform access at intervals up an elevator's height. Confirm your plant can accommodate whichever access pattern the chosen system requires.

Most plants lean one way once floor footprint and vertical clearance are actually measured against the process requirement. When both options remain genuinely open, transfer point count and retrofit constraints usually settle the decision.
